Problem on RDO Code, TIN Transfer & TIN Card



Here's the concern of Vhichky:

GOoD Morning po… Malaki po problema ko dito sa RDO code ko. kasi 1st job ko is dito sa bulacan kala ko BIR bulacan din magiissue ng TIN ID, nagpunta ko malapit na BIR kaso sabi pumunta daw ako sa San Pedro Laguna dahil RDO code ko is 057. 2nd job ko di ko naipasa yung 1905 ko dahil magttransfer naman sa mkati, time constraint kasi. ngayon 3rd job ko nirerequire ako ng 1905 sa RDO code nila so need ko pumunta ng San Pedro talaga, pero chineck ko sa HR nung 1st job ko sa Binan Laguna daw ako pumunta nalilito nako. RDO 057 is San Pedro o Binan? Eto pa po, dapat ba sa San Pedro din ako magpa TIN ID? makukuha ko po ba agad yun kasi from bulacan pako at may work pako. . ok lang po ba yun from 1st job ko mtransfer agad sa 3rd job ko yung RDO? as in madidisregard na yung sa RDO code nung 2nd job ko?

Bukod po sa TIN ID na pakay ko sa Laguna e need ko din yung pagpapastamped ng form 1905 ko para sa current employer. may iba papo bang req’ts dun?

Hi Vhicky, First our TIN does not transfer automatically once we jump from one employer to another. Especially if its located and under a different RDO. Your TIN remains in RDO 57 even if you transferred to different jobs with different RDOs. You don't need to worry on how you
RDO 57 is in Biñan, Laguna. Their tel/fax number is 511-9797.
The BIR has no San Pedro branch.
You can easily verify were your TIN is under or which RDO has your TIN registration. Just call BIR TIN Verification Office at 926-8339 or the BIR Contact center (BIRCC) at 981-8888.
You can have your TIN transferred to the RDO where your current employer is filing their taxes. So you need to submit the BIR Form 1905 application to request your TIN to be transferred to the RDO of your current employer. You can actually fax this application to the RDO 57 so you won't need to go there. Just call them first to inform them that you wish to fax your application for transfer using BIR Form 1905. Fax this back to back. Do sign your name at the back.
You need to indicate in that form 1905 where your TIN should be transferred. Or the RDO of your current employer.
Inform your employer that such application for transfer can be done thru fax. They can verify the transfer thru the BIR TIN Verification office or BIRCC. No need to get the stamped copy or received copy because it would require you to go physically to the said RDO in Laguna. Don't you think the fax option is much better?
Now with your concern for a TIN ID.  I would advise that your transfer your TIN first to the RDO of your current employer. So that you can apply for the TIN Card thru your new RDO. Which would be the RDO of your current employer. Whose address is likely much closure to go to than with your old RDO.

  1. Need help regarding my TIN yung previous employer ko is registered at RDO 053 BIR Las Pinas City branch. Right now im on a different company which is at Mandaluyong City and it is registered at RDO 041 BIR Mandaluyong branch. They require me to have my TIN transfered. But I use my TIN for my business as well and it is registered same RDO 053. Ive ask at 053 BIR Las Pinas City branch re: transfer sabi hindi ko kailangan itransfer coz my business is already registered with them. I explain it to my employer and ang sabi I need to apply for another TIN for my employement. Pwedi ba ang isang individual na may dalawang TIN? One for employement & the other for business Diba bawal yun?

    1. Hi Glen,

      Opo, Bawal po magkaroon sobra pa sa isang TIN. Isa lang po ang TIN na dapat natin taglayin.

      Since you are operating business on top po sa inyong work. Under that condition your TIN should be with the RDO or BIR Branch na may hawak ng business address ng inyong business.

      Your employer need concern on the transfer of your TIN as we are under substituted filing. Even without a TIN an is required to withheld tax from their EMPLOYEES pay and remit it to BIR.

      It does not mean however that an EMPLOYEE is no longer required to get a TIN. It is an essential part in an employees tax return. Which is the 2316 cert. that is given by an EMPLOYER to his EMPLOYEE.

      If an EMPLOYEE has only one EMPLOYER for an entire taxable year. That 2316 is automatically our ITR.

      In your case, since you have a business and likewise employed. You will need to consolidate this and file with your BIR branch handling the business address of your company.

      This is why the BIR branch will not allow you to transfer your TIN with the BIR branch of your EMPLOYER.

      i have a business na hindi nagooperate eversince na maregister sa bir under ma TIN, now i have an employer in different RDO asking me to transfer the RDO. i read on ur post na hindi maittransfer ang RDO kpag may business kc bussines is the priority of the BIR.

      now here are my questions:

      1. tatangapin pa kaya ako ng employer ko kung hindi ko mailipat ung RDO? ano option ng employer ko kapag hindi ko nailipat ung RDO ko?

      2. totoo kaya ang sabi ng BIR na ok lang daw na hindi ilipat ang RDO kung my business ako? ok lang kaya ito sa employer ko?

      3. im thingking na iclose ung business, pero npakatagal daw ng procedure dun. how long?

      4. pano ba nagffile ng withholding tax ng mga employees ang malaking company? computerize ba? thay just need to enter my RDO in the form?

      5. what are the possible solution in this case? because i believe that everyone can still be employed while doing their business.

    Usually kelangan mo ng 1905 to transfer your TIN registration from your original RDO to your new RDO. Pero since yun bago mong employer ay hawak din kamo ng RDO 50. di na kailangan ito.

    Ang kelangan mo ay form 2305 to update your registration on your new employer. Yun form na ito ay may EMPLOYER INFORMATION na kelangan pa fill up mo sa inyong bagong employer.

    Bago mo ito dalhin sa RDO 50 para ma received ng iyong RDO at ma update sila sa bago mong employer.

    If wala ka pang TIN card mag apply kana rin para isang lakaran lang.

  5. Hi, I just want to ask if there are other options for me to transfer my TIN to the RDO of my company. Back in 2006 I put up a business that was registered under my TIN but the business never gained profit at all so i decided to shut it down and failed to report it to my Home RDO 40 for closure. Now that I am working as a plain employee my company is requiring me to transfer my TIN to their RDO. To my dismay, my Home RDO is not allowing me to do so unless I settled my obligation with them by paying fees, penalties, etc. I tried making an arrangement with my Home RDO by submitting a promisory note but it didn't work either. I am willing to pay but I cannot make a one time big time payment. Pls help me. I just want to know if there are other options for me to do this. Thank you

    1. Hi Marvin, I think I answered your question in my other blog birtaxinfo.wordpress.com.

      I suggested that you talk with the Revenue District officer or the Assistant Revenue District officer if they can lessen the penalties for settlement.

      No harm in trying again they can work within the limits of the Bureaus policy.

  6. In connection with the above concern re: transfer of my TIN. I also want to ask how to go over with consolidation process? How does it works even if I have unsettled fees, penalties, etc with my Home RDO? Again, I am willing to pay but I cannot do it immediately. Perhaps, installment basis. Because, in compliance with my current company, I need to have my TIN be transferred to the company RDO. On the other hand, how would I be able to pay my Home RDO if they wont allow my TIN to be transferred so that I will be able to earn money and pay them. Pls help me. Thank you

    1. Hi again Marvin, Just inform your employer that your request is still pending since you had an operating business.

      Anyway, if that where still operating you would fall like some of the private and public employees who work and have a business of their own like a laundry shop, computer shop, cafe etc. In this case the RDO who handles the business addresses of these businesses has jurisdiction even if their EMPLOYER whose registered with a different RDO.

      That is allowed. So employers need not absolutely impose this with employees who happen to have a business of their own.

      In your case you had a business and you still haven't settled your obligations. So naturally BIR offices understands this kind of situation.

      Your employer should understand that and allow you to work.

  7. hi, i just wanna ask, kung san ka ba kumuha ng tin doon ka din dapat mag pa change ng rdo?? or pede na kahit saang malapit na BIR?? sorry it's actually may first time, i really don't know how this works..

    1. Kung saan BIR branch or RDO po kasalukuyan naka register ang inyong TIN dun lang po kayo dapat magpasa ng application to change your RDO. Or transfer to another RDO.

      check with BIR Contact center on your RDO code or branch. 981-8888 or contact 981-7250 or 7251. Remember the BIR personnel are not allowed to divulge your TIN but they can provide info on your RDO.

    1. No, dahil ang ang information ng isang pribadong taxpayer ay hindi public info.

      Malalaman lang ng employer mo kung saan ang previous work mo kung ipapaalam mo once na tanungin. Which of course is usually asked.

      If you decide not to tell. Then your saying wala ka tlagang previous employer at your first job is with them natural. di po ba?

  9. Quick question on paying taxes.

    I have a TIN for professional and another one with extension -001 at the end for my business (homebased work editing).

    For TIN professional - tax types are percentage, income, withholding and registration fee. But I don't pay rent for this since I used my mom's address and basically this is home service.

    TIN with extension - tax type only registration fee. Renting for this address.

    For the TIN with extension, do I follow the tax type for TIN professional or don't have anything else to pay except for registration?

    Am I right or do I follow the tax types of the TIN with professional?

    1. Hi Kezzuya, You need to follow the tax type on both since those TINs are active.

      I am just puzzled why you had to register another to get a TIN with the extension -001. What for?

      You said TIN profession you don't pay rent since you use your mom's address and basically HOME SERVICE.

      You don't really need a TIN just to use it for renting an address. Thats why I am a bit puzzled why you did this.

      Is there another story behind this? Anyway, since you have this type of registration both TINs are active and requires you to file based on your BIR branch requirements.

      You can clarify this with your BIR branch if your confused or you can call this number 981-7000 local 7247 or 7250. This is the Taxpayer Info. & Educ. Division in the BIR National ofc. They may be able to clarify things out for you.

  10. Hi! I've just come across this blog post and I believe you can answer my question. Is it possible or allowed that you have a different RDO code from your employer? Kasi I have a new employer now and they instructed me to ask my RDO code from my previous employer so I can go to the office and have it transferred to the new one. My previous employer told me it was 040 but when I went to its designated office which is along Quezon Ave., they told me that my RDO code is 038. So I had to go to the branch along West Ave. instead. Now, I'm just confused. Is it really okay that during the time I worked for that company, my RDO code was different from them? If it is, then why is there still a need to transfer RDO codes for new employees if they can just use their previous RDO codes?

    I would really, really appreciate your response.

    1. Hi Karla, technically new employees are required by employers to transfer their TIN registration if their RDO is different from EMPLOYERs RDO. Actually, they are required by BIR to do so.

      The common problem with yours is that their are companies who neglect to remind their employees to do so.

      The need to transfer lies mainly when one needs to request to update their registration with BIR. Especially if your original RDO is not that near.

      Like what happened when plant employees in Cebu where transferred to Pangasinan plant. When their employees got married their. They found that they could not update their registration because the local BIR does not have jurisdiction over their TINs.

  12. Hi. Here's my situation: I haven't changed my marital status with BIR yet and recently I got employed, now they told me nga to have my BIR form 1905 stamped and signed from my old RDO. First, I need to have my status changed then have a stamped 1905 form, how do I do this? What should be processed first or can I do it all at the same time? Please help! Thanks.

    1. Ang employee ini-isyuhan ng 2316 certificate ng kanilang employer. Ang accounting dept. ng inyong opisina po nagbibigay nito dapat.

      yun po ang ating ITR. Ang nagppatunay nito ang authorized rep ng acctg ng inyong opisina.

    In my first job I belong to RDO 50. Then afterwards, I jump to another company which is in RDO 47. I was not able to transfer my RDO and when its time to get my back pay they can not give my tax refund which is almost twice my salary. I will be starting in another job in a few weeks. Can I still can get my tax refund then when I will be able to transfer to the RDO of my new employer? Really need to know because I need that money. Thank you so much in advance

Hi. may concern po ako. yung unang work ko po eh employer ko po ang nagasikaso ng tin registration binigay ko lang po yung form sa kanila tapos sila na nagayos, nung kailangan ko na itransfer yung rdo to my new employer pagpunta ko sa bir nalaman ko na sa pampanga daw nkaregister yung tin ko eh sa makati po yung una kong work. Tinawagan ko yung una kong employer at ang sbe nila eh naitag nga daw nila sa pampanga. Pano ko po kaya maittransfer yung rdo na hindi ko na kailangan pumunta sa pampanga? Taga laguna pa po kasi ako. Salamat.

    May concern lang po ako regarding sa pgtransfer ng RDO ko. Ang problema ko po kasi ai andito ako sa Mindanao.
    Bale yong previous work ko ai sa Subic and ngayon I got hired to another company here sa mindanao. Tapos yung HR namin required niya na e. transfer yung RDO 019 ko to RDO 043A sa Pasig city were our head office is located.

    Ang layo kasi ng Mindanao to Pasig City at wla akong pera papunta doon.
    May suggestion po ba kayo kung ano ang gagawin ko or procedure na hindi na ako pupunta pa sa Pasig para e.transfer..

    1. Hi Jeanne, FYI you dont need to go to Pasig (RDO 43A) because the one who will process your 1905 (transferring of RDO) is your old RDO which is RDO 019 (Subic Bay Metropolitan Authority)

    concern ko lang po kase kelangan ko itransfer yung Tin ko from RDO(057) to RDO(008). pero kapag tinatawagan ko yung RDO(057) walang sumasagot(last week pa), then RDO(008) told me to MAIL my 1905 to RDO(057), pero required na kase ng Employer ko yung transfer ng tin ko, ngayun po hindi po ba ppwedeng iFAX? nalng para mas mdali.

Hello good day po.. tanong ko lang po kung anu pwede ko gawin kasi nalaman ko po na dalawa daw po ang tin number na naka registered sakin.. yung pinaka una po talaga e ako ung nagparegister since kelangan po talaga un as pre employment requirements.. ngayon nalaman ko na lang po na dalawa ang nakarehistro sakin at yung isa nga dw po ay galing sa 1st employer ko.. alin po ba talaga sa dalawa ang kelangan ko gamitin?? my penalty po ba ako sa gantong sitwasyon? pareho pong RDO41 ang 2 tin num. ko...

  30. Good Day, I Hope you can help me, I have a problem in transferring my RDO from Quezon City to my province.

    On 2010, I organized a sole proprietor business, I registered with DTI, got my business permit and then filed my application for registration with BIR RDO and filed payment form and paid 500 pesos with PNB Bank. However, said business did not start because I went back to school.

    Now, 2015, I started a business in the province, I got my DTI registration and business permit, however, when I am going to register it with the local RDO, they asked for BIR Form 1905, so I went to RDO Quezon City.

    RDO Quezon City asked me to complete a clearance and the its collection department asked me to file BIR Form 2551-M, 1601-C and 1601-E and they are also saying I have to pay 21k penalty, then I have to pay 200 pesos for each month of failure to file 2551-M. I am just confused why do I have to file the said BIR forms, when I failed to start my business.

    I am thinking this their way of extorting money from the people.

    nag fifile naman po kami on time but my mga open cases pa rin po kami kong gusto po naming lumipat ng rdo di po kami agad agad makalipat madami pa pong dadaanan, yong open case po kasi namin is no operation pinapareceived lang sa BIR para d kami magka penalty kasi di po ini encode sa taga BIR kapag sinabihan namin na ipa encode namin yong mga returns na kailangan ipaclose di naman nila incode. sa RDO 113 ito matagal masyado sila mag encode.

  35. Hi i have a question. Kase first job ko is bdo cam sur, naga. Then lumipat ako sa teletech mandaluyong. Been with ttech for 4yrs now and ngayon lilipat ako ng work sa makati sa citibank. When i was trying to update my 1905 sa pasay wc is rdo ng ttech, kelangan ko daw pumunta ng rdo naga 060 since hindi naupdate ng ttech yung rdo ko. Sabi naman ng new employer ko sa makati, i just need to give them 3 copies ng tin id ko and fill out the form 1905 and give it to them. Sila na kaya bahala sa pag transfer ng rdo? I am really confused kase in the first place dapat naupdate ng ttech mandaluyong rdo ko kase nibigay namin lahat ng preemployment reqs and ttech talent told us na sila na lahat bahala. :(

  36. Hi good morning, my question pi ako,hope na sana masagot nio po, kaci yung una kong pinagtrabahuhan ang nag process ng tin number ko at naka registered siya west ave. Tas ngayon nag lipat na ako ng ibang work, ei gusto ko pong kumuha ng TID ID pumunta ako aa main tas tinoro nila ako sa RDO38 dahil don daw na belong yung TIN number ko, so pumunta din ako sa west ave. Pero wala ailang available na card yung releaaing nila isa 3rd week of march pa, pwede ba akong kumuha ng TIN ID sa ibang BIR ? Tnxx

Yung past job ko po is 052 parañaque. ililipat ko daw po yung TIN ko sa 038 dun po kasi register yung company na inaplyan ko. Pero 054 po ako nagregister nung una. paano po magtransfer. First timer po kasi ako. San po ako una pupunTa. Saka po pwede po ba magpatransfer ng walang 1902 kasi po nawala po yung 1902 ko e

Situation ko po is i've got my TIN number kasi my mom wants to register our business (internet cafe) under my name(business still operating until now), tapos ngayong month ng 2016 po ay na hire po ako sa isa company then pre employment requirements po ay i-fill up yung Form 1905 and Form 2305. do i need to fill up both the forms po? kasi po nag worry ako dun sa transfer of RDO. thank you.

    Good day!

    Magtatanong lang po ako at sana po ay matulungan niyo ako. Nagtatrabaho po ako dati under po ito sa RDO 080. Tapos po, nag-resign ako at nag-apply sa ibang company. Natanggap po ako sa company na naka basi sa Cebu which is under RDO 050 ang main office. Kaya nag-transfer po ako form 1905 from RDO 80 - 050. Nagresign po ulit ako sa company na yun last September 2016. Tapos ngayon po, nagre-apply ulit ako kaso iba na po RDO nila. Under na po sila sa RDO 047. Tanong ko lang po kung ano po ang gagawin ko? Paano ko po i-transfer ang RDO ko from 050 - 047 gayung nasa Cebu po ako? At paano po ang pagtatatak po nyan?

    Sana po matulungan niyo po ako.

  53. Hi tanong ko lang po if magkakaproblema ako if hindi po nalipat ang rdo ko from my previous employer. Bali 3rd job ko na po kasi ang nangyari. 1st job ko po is sa RDO 25A, then 2nd job hndi po natransfer yung RDO (39), then now my 3rd job(41) na now ko lng po nalaman na hindi pla ntransfer yung rdo from my first job to my 2nd job. Magkakaproblem po ba ko sa tax? Sa binigay po kasi ng previous employer ko (2nd job) nakalgay po sa 039 kaya akala ko po ok na.Thank you

    Please help me... I recently transffered my RDO to Pasay (051) from my previous employer (54A-Trece Cavite). However, I did not pursue my application to this company in Pasay due to profesional matter( I did not signed my contract). Then, I was hired by another employer which is locatated also in Pasay (w/ same RDO). Upon filing a Tin transfer/Update 2305 sa BIR Pasay they deceted that it is in RDO30(Intramuros, Manila) Im registered and they also find out the incorrect spelling on my last name. PLEASE HELP ME What should I do. note:(I was informed to visit to Intramuros and bring a Birth certificate.

  56. question po... yung RDO kopo kasi is RDO 50 which is makati and recently magpapa update sana ako from vat to non vat pero upon checking transferred na daw ako sa RDO 46 which is san jaun. how was it possible eh wala naman po akong pinirmahan na transfer form? ano po bang pwedeng gawin? kasi nung nandun ako parang dead end na at wala naman silang maisagot sakin? yung tao din po na naghahandle ng transfer wala din naman makita sa log ng transfers..Please help po..

  71. possible po ba talaga tong scenario na to? my brother's first work was located at Calamba Laguna. Now, he got his second job at Alabang. He went to Calamba RDO to verify his TIN details. Then nagulat kami kasi sb ng staff RDO 65 daw sya register, which is Naga City Branch. sobrang layo ee need mag patransfer and stamp db? possible b un na sa calamba Laguna sya nagwork tas sa Naga City RDO sya niregister ng first employer nya??? Bakit ganon, anlayo sobra.
